What is the Kickstart Scheme?
The Kickstart Scheme provides 6-month work placements for 16-24 year olds that receive 100% government funding. The £2 billion Scheme is open to businesses of all sizes throughout England, Scotland and Wales and is aimed at young people who are on Universal Credit and at risk of long term unemployment. Working a minimum of 25 hours per week, each Kickstart work placement will receive government funding for 100% of the relevant National Minimum Wage, NI and pension contributions. A further £1,500 additional funds are also available per work placement for setup costs, support and training.
The first Kickstarts are expected to begin at the start of November 2020 and the Scheme will run until December 2021, with the possibility of a further extension. As the Scheme is designed to provide thousands of young people with valuable employability skills, once the first Kickstart has successfully completed their 6-month term, the work placement can then be taken up by a second Kickstart for a further 6 months. The process is expected to take 4-6 weeks, from the initial application stage, assessment by HMRC and DWP, before being passed to local Jobcentres, who can then put forward suitable candidates for employers to select.
Candidate Selection & Funding
The Department for Work and Pensins (DWP) will deliver the Scheme through the local Jobcentres who will forward the candidates to employers for selection. Employers are advised not to advertise the roles as funding will only be released if a Kickstart is placed by the DWP. Strictly governed by HMRC and DWP, the Kickstart will be monitored throughout their placement to ensure they are achieving the desired experience so that funding can be released which is paid in arrears. How to Apply for the Scheme?
To apply for the Scheme, employers will need to provide:
- Companies House reference number, Charity Commission number or Office of the Scottish Charity Regulator number if they have one.
The Kickstart work placements offered must be a new job for a minimum of 25 hours per week that does not:
- Replace existing or planned vacancies.
- Cause existing employees, apprentices or contractors to lose or reduce employment.
- Require people to undertake extensive training before they begin the job placement.
